I just finished reinstallation my OS and installed CPU - Z and what I saw in first place that Core Speed is 2.3 MHz. Its odd because before reinstallation I checked that many times and it didnt get over 1.9 MHz.

Am I high or what? This would mean that I get littl more performance while gaming?

I drove one race (F1 2012) and I saw huge difference in very first corner, it was smoothly as cake. Then I run benchmark and the result was 30 FPS which is the game is locked fps, before OS installation avg FPS was around 27

My guess would be different power plan settings.

Power plans allow you to lock the max CPU performance, so if you were running on something like battery saver, that would explain it or your laptop manufacturer may have played with the settings. By default a clean install of Windows will be on balanced with max CPU state set to 100%. That would be one easy explanation, but you can't tell now that you reinstalled.
