I just got a brand new laptop!!! My specs are down below but my screen is a 16' HD Acer CineCrystal LCD and when I play dvd's like Iam legend the video seems fuzzy? Why?

Right click your desktop go to properties or something similar and it should give a number like 1280x800, 1440x900, 1680x1050, etc. Not sure in Vista.

its says my res is 1366 by 768

On a 16" display? Man...
Unfortunately I think the graininess is because of your pixel count, that's a pretty low resolution for such a large screen. -

Can you move the slider to the right at all to make the resolution higher? I find it hard to believe a laptop would have a 9500 GS and a display resolution that low, even if it is designed for 16:9.

you should have a button on your keyboard that says something like "print screen", or "prnt scrn". Then open Paint or any paint program and paste, then save it as jpg or png, then upload it to imageshack.us or tinypic.com

Even with your low resolution, you should be able to view DVDs ok. The problem is probably coming from scaling. You should be able to get something at least close to 1:1 pixel ratio. A DVD is 720X480 resolution with rectangular pixels. If you can match the size of the play window in at least one dimension, it should improve the clarity of your DVDs. Also, see if you can find a better codec with better scaling.

I had a 1280x800 screen that suffered horrible pixellation no matter what I used to play the DVDs, so sometimes it just won't look great. But like sirmetman said, try Media Player Classic or VLC.
