    Can the dell 1520 run games like company of heroes if the 1520 is upgraded to 2gb RAM, 2.0 Ghz processor speed, 8600 GT Graphics card?

    That setup will be able to run anything that is out now or for ~2years.
    At high settings it should handle anything out now at the highest settings, with a few exceptions. And it should run those exceptions(i would imaging CoH fits into the settings) very well on good settings.
    This information is from word of mouth and speculation, but afaik, it will handle anything out right now very well.
