I tried running GTA 4 and maxing out all memory but setting to 800x600 ingame, running in windowed mode then stretching it to full screen. This supposedly bypasses the resolution scaling issue that R* implements that is such a performance hit, but i don't seem to be getting 800x600 performance, and everything seems to still be scaling to the stretched res, even though it physically displays 800x600 in game settings. Did the patch fix this loophole up?
