We've all seen ExpressCard adapters for desktop computers, but is there an adapter that goes the other way, allowing you to attach a PCI Express video card to an adapter that fits in the ExpressCard slot?

it will will limit the bandwidth, not worth your time or money. AMD's Puma platform has laptops with an external PCI-E adapter of sorts, but other then that it will not happen.

You would only get PCIe x1 so as narsnail said. If I understood the question correctly.

Yes these exist. They aren't a great solution in most cases because you must use an external monitor and the bandwidth isn't so great.
Except for the AMD Puma stuff, I haven't seen anything that fixes this problem. Even then, only second generation Puma will be able to utilize the laptop's screen. Otherwise you still need an external monitor. -
Yup, they exist, and they look pretty awesome.
Interface Masters makes a lot of them
For example, the IM380 converts internal mini pci to standard desktop pci
