Is it safe to download torrents to your hard disk? would it be better to download it to a memory card or flash drive? is it possible?

Since you're obviously going to be downloading completely legal content spread through the torrent P2P network, there should be no problems doing so.

Well, discussion of how to obtain pirated material isn't allowed on this forum, so no, I'm not.

If it's not legal content you can't talk about it on this forum.

Anyway downloading to your hdd is the same as downloading to a usb, it's still a drive connected to your system, so you have the same risk.

The 7730m is ok, but it's hard to answer that question.

We would need to know what you mean by 'handle'.
Do you want high settings and do you have a high res screen?

It would probably be fine with lowered settings and/or lowered screen res.

As long as you're happy with frame rates near 30 or very low settings.

Overclocking the 7730m could probably do a lot to help.
Still it's really hard to know for sure.

Do you already own this notebook?

You should be able to overclock using msi afterburner.
And you can test your overclock using msi kombustor.

I would expect you to easily increase the core to 675MHz or more.
Just make sure it stays cool, you can watch your temps with GPUz or hwinfo or even msi kombustor.
