Are there any downsides to forcing CPU/GPU fan speed to high? (Other than the occasional lag when playing games)

The downside would be the extra wear for fans and also the extra noise and power consumption.

Don't know what you mean by lag because from what I know, forcing the fan to be constantly on high will reduce heat and thus throttling and lagging.

Are you suggesting running the fans faster than they normally run under load?

If so, the bearings will give up real fast.

No, I'm not trying to "OC" the fan, but on I8KfanGUI, there's the option to "Force Fans to High Speed." I wanted to know if there'll be any downsides (other than noise and power consumption) if I have my fans on high speed too often.

I think that option is intended for short runs because it can wear down your fans prematurely. If you have to resort to that option then you may have dust issues within the case. I finally had the nerve to open up my laptop (I work on desktops fine but laptops I am nervous about). and found that there were dust balls jamming up my fans a bit. Cleaned them out with some compressed air and they are running like a champ. There was also alot of dust in the heat sink as well.
