Is the DLL actually there?

Give this a try:
However, instead of Delete, I would just move it out of the folder then try and load steam.
If the solution doesn't work, you can always move the dll file back...

do your other steam games (dod) work? maybe you should try reinstalling it in a different folder/directory.

did you try the steampowered.com support? or their forums? they usually have a solution to this kind of thing

Never say never
I suggest that you try what pai quoted, if that does not do, try the following:
Start/Search, type Steam.dll, click More Advanced Options then tick, "Search System Folders" and "Search Hidden Files and Folders"
Then delete every occurence of the file, then Restart Steam.

check the filepath, if the dll is there, its could be corrupted. if it is there delete it, then right click on game in steam > local files > verify integrity of cache
will fix almost any problems, though it will delete custom models -
You should down load the .dll, I haven't personally tried this site. But a few of my friends have had good luck with it.
