Oblivion should run on that rig fairly decent. I've seen it played on less, just make sure you turn the grass distance down, or off, because that will murder your framerate.

So I'd be able to play Oblivion without too much of a hassle? Would the witcher be unplayable or just not as pretty?

Like said before, Oblivion is fine, but turn off AA & HDRor Bloom. With very low grass and few shadows you should be able to do it.

On the Witcher you may need to play it at very low settings, since its requierements are far more than Oblivion.

OP system is pushing the minimum for the Witcher on RAM, especially if the OS is Vista. I'd say the 8400GS could run the witcher on 1024 standard resolution with most details on medium, fps killers like shadows and depth of field should stay off for performance.

You can keep some grass if you install the low-poly grass, it reduces the impact that grass has on oblivion.
