Im using vista premium 32 bits and put in an extra 1GB card which totals 3GB but im really not noticing that my folders or windows start up are faster.
I also did a test with the FEAR and the results were no fp increase whatsoever. Is this normal?

Totally normal.
Memory upgrades rarely result in fps increases, they usually just allow to experience less stutters/hiccups while playing.
Hard drive speed is far more important than the amount of memory that you have concerning boot up times.
Here is an article on RAM. -
Adding RAM would generally not increase your fps. More RAM will improve the responsiveness of your laptop and will prevent sudden 1-2 second stops which you might have noticed during gaming. Your HDD will have to spin less frequently, hence reducing lag.

2 gb is more than enough for all basic applications and system processes in vista . so it will rarely use the extra RAM. so u will not notice any performance difference in normal situations. however if you are doing highly intensive tasks or doing many tasks together, your 3gb comes into play and u get better performacnce. it all depends on how you use your laptop.
for boot time hdd performance is much much important than RAM -
When playing FEAR i did notice stutters but they werent less under 3GB, but maybe its because of my hdd which is a 4200 rpm?
-
Yup. That's the culprit right there. -
Yeah, if I were you I'd get a 7,200rpm, that should speed things up nicely.
I didnt know they still do 4,200rpm.
However if you have, say £300ish (GBP) lying around then get a Solid State Drive -
My laptop is fairy new naimely a Toshiba A200-1UR with decent specs exept the hdd as u can see.

Most computer systems underperform because they have a bottleneck somewhere. In you case the bottleneck is the slow HD, not the 2GB RAM. Therefore, it is recommended to reduce the HD bottleneck first (you will never really be able to get rid of the HD bottleneck unless you go SSD or something) before addressing any other issues.
-
Yes i can get rid of the HD bottleneck by simply replacing the one i have now with a faster one and install the recovery content cd on it.
Extra +1GB but no fp increase!
