I don't know if it's an issue or not, but I am not sure how to fix this. I have overclocked GPU (GT 330M), but I have come to the conclusion it has nothing to do with the GPU.
Anytime there is a dark area it looks very grainy and snowy such as this picture in FEAR 2. (look at the gun/walls)

Other than that, it looks perfectly fine and plays very smoothly. The same thing happens in Just Cause 2. Only very dark areas. There was a cut scene and it was showing the character, and his hair and shoes were very very grainy and moving little white specs (snow?).
The thing is, this was happening before I even overclocked my card the first time, and also happened after underclocking my card. What do I do to fix this issue?

in that picture, that's the film grain effect that is used in the game... it's suppose to be there, and I believe is an option in the menu. Not sure about Just Cause 2, but might be the same.

In Just Cause 2 it is awful. I mean the whole character is full of it. Blahh, oh well.
I did a search about the grainy issue of Just Cause 2, apparently it's affecting everyone only during cutscenes. -
Just cause 2, do this like I did:
/filmgrain=0
In your steam launch options. Enjoy -
yeah, film grain. there should be an option in the video settings to turn it off.
it was created to make low-res textures on consoles a little more pleasant. -
Also found in the Mass Effect series, Fatal Frame series, Batman: AA, and numerous others. It's supposed to add a cinematic quality, but it certainly isn't for everyone.

I put it after the location of the executable, I'll see how that works out.
