Duno if it'll run but hey if the demo ran on medium the real thing should run near medium as well if not better!
Since the retail game should be more optimized.

When it asks to install Dx9 it's just going to add in some files specifically for F.E.A.R.'s use, most people dont have them with the typical install of Dx9.
So just say Yes, at worst you'll already have the files.

Have fun playing F.E.A.R., I got too creeped out the first time I had a "vision" of a dead body >.>

No, vista already has dx10 and dx9 within it.
What F.E.A.R. is going to install is just a few files it needs so it can display things properly.

Vista uses dx10 when you have a dx10 capable game/GPU but otherwise it'll use dx9.

Usually dx versions contain and upgrade on previous versions but dx10 is all by itself so if you were to uninstall dx9 then you couldn't play dx9 games even thought you have dx10 :/.

As was mentioned, the newest version of DX, in this case DX10, will include previous DX versions within it. Don't worry about having to install DX on your computer, it will automatically use the version it needs to and will never overwrite the new version.
