Try to set the Power Management Mode to Prefer Maximum Performance for that specific game/application

Sounds like classic throttling. What are your CPU/GPU temps?

Go into Nvidia Inspector and see what the "prioritize temperature" is set at and if it's adjustable. I have a feeling that HP artificially thermally limited the laptop.

From your graphs you can see it throttling at 72C every time. 72C is quite low peak temp to throttle at, but I've seen OEM's do that before for no good reason.

Huh, weird. It must be an HP limitation in their BIOS. Without a modded BIOS (or one corrected/updated by HP) I have a feeling you're out of luck. I would say you should provide this info to HP but unfortunately trying to find someone who has a clue what you're saying will be quite difficult. They would rather offer a return than try to actually root cause and fix or at least offer an explanation.

I would just make sure your power profile is set to high performance and any HP app type power savings are disabled or set to highest performance.

Perhaps hit up the HP section here if there's answers there.

It was caused by hp coolsense

I disabled it and everything is good now and My maximum gpu temps is 70

Cool sense. I remember that app in my HP I had years ago. Yes. Piece of total crap. Great profile there for the coolsense, nobody will notice when the GPU just quits on its own. /sarcasm off/
