I'm sure this is an easy one to answer. My question here is simply what is the purpose of the Windows Live key that is included in the non collector's edition of Fallout 3? It doesn't seem to give 'free' access to the DLC (which I kinda hoped for) only because I am not finding any reference to being able to download the DLC without paying for it.
Since this appears to be the case I'll just wait to get the DLC until the Game of the Year edition comes out in October.

Even the collector's edition doesn't come with "free" access to DLC. The windows live key is like to "register" the game to get any new info.
DLC has never been "free" for Fallout 3, so yeah your best bet is to buy the Game of the Year edition that has all the DLC included with the game. It's projected to sell at $49.99, whereas individual DLCs are about $10 each. -
