I don't know if this is readily known or not, but I have done a boatload of searches over the past week and it never came up.
If you are one of those who do not appreciate your card changing speeds, either want it permanently on standard or max, then you have probably been dealing with various PowerMizer settings in the registry or going through extravagant RivaTuner schemes. Well, turns out there's a very easy way to force a performance mode:
1. Open RivaTuner.
2. Go to the "Power User" tab
3. Scroll down to "Riva Tuner\ Nvidia\Overclocking"
4. Click the check mark next to "EnablePerfLevelForcing"
5. Now enter in a value of 1 in the field next to it.
6. Click Ok.
Done.
Now just go to the normal overclocking section of Riva Tuner and you will see the option right there!
Then it's pretty straightforward....
Oh and by the way, if you want to enable changing the Low Power 3D mode, then do the same steps above but look for "EnableLowPower3DControl."
Hope this helps someone!

I heard someone telling that this was permanent, so use at your own risk. Check the temp also, being always at max clock can raise them and maybe damage your card.

No, it's not permanent.
You can change it from High to Low3D, Standard2D, or disable it altogether. There is no limit to the number of times you can change it....
