FH3 seems like the best open world racing game right now. I'm looking forward to get this one from Microsoft store as it has play anywhere. but how good is the PC port ? I will be using a laptop with GTX1060 and i7 7700HQ to play it. I read the PC port was a mess at launch but after two years is it still the same ?

I've played it a ton and have no issues with it. Sometimes it takes a while to load, but that's about as bad as it gets. Any issues (disconnects, etc.) are usually server-related, but don't happen that often. It's a great game, if a little repetitive after a while. That can be alleviated with lots of multiplayer stuff, though.

I did hear there was a lot of stutter even on a Titan V and the game using single CPU core. Do u have any problems like that? I read even the new Forza 7 was having similar CPU problems. if it can run on XO then it should run on PC better!

I can definitely say I've had zero stuttering issues. I played the Forza 7 demo a bit (didn't buy it), and had no problems with it, either. I did have a problem with FH3 at first because I locked down Windows 10 pretty hard, and it required a setting (can't remember what) to be changed to allow it to connect to the FH3 servers, so that's something to look out for.

    It's buggy, but not horrible.

    Worst problems I
Is that if you can't maintain a constant minimum of 60 fps, it will stutter like crazy and do this weird slow motion thing. When this happens it unplayable.

If this happens, then you need to set the frame limiter to 30fps. Game still runs great at 30fps.

    Also doesn't support SLI....

I am not being picky about Fps but if they are catering for just a part of gamers and the rest half is ignored by providing unfinished ports, That's bad. Forza horizon 3 is meant to be played in 60Fps. If Turn10 thinks Xbox can't do 60Fps then PC gamers shouldn't get that experience, That's big B.S..
