According to the rivatuner monitoring software, the card sticks at its stock "2D" speeds, even whilst gaming.
This results in things even like hl2 running at 15fps!
Any help?

Try downloading ATI Tool instead, RIva Tuner isn't as accurate with laptop cards. You can also check to see if your power settings are on max performance.

That may be the issue - it's quite obvious that something's wrong.
Powerplan is on "High Performance", but the issue is still the performance in games is hugely low for what I'd expect.
It can't even handle 1440x800, 4xaa 4xaf on HL2, how is it ever going to handle bioshock or crysis?
