Here's some X3100 benchmarks gathered by Computerbase.de, a German site. They are using Vista.

Honestly, the drivers aren't a disaster as people are saying it is. It definitely seems less of an advancement with the XP drivers, but advancement nonetheless.
The drivers are definitely using hardware T&L from the results. Notice the "Software T&L" and "Hardware T&L" part on 3dmark and Max Payne 2. You can notice that the "Software T&L" part is even lower than the already low "Hardware T&L" part with the newer drivers.
Some interesting results:
1. Older games/apps like 3dmark01/03 and Battlefield Vietnam/CS 1.6/Trackmania Nation loses performance with the newer drivers that have hardware T&L support
2. The newer the app/game gets, the bigger advantage the newer drivers have over the no-hardware T&L/Vertex Shader supporting drivers. We see a nice gain in Far Cry and CS: Source
So there you go. A clean comparison of the drivers. It looks like the 15.6 drivers do have hardware T&L/Vertex Shader support, but it also seems Intel doesn't know how to take advantage quite yet. Software mode with the 15.6 driver is even slower than the hardware mode. They must have screwed up something in the process of trying to enable hardware T&L/VS.
