Does Video editing have anything to do with the Video card, or it's mostly CPU?

Mostly CPU, so focus on getting the best there. However, I think under some circumstances the GPU can help, so get the best GPU you can afford after getting a good CPU. Something like the T7200 + ??? will be useful. Shoot for one of the mid-level (X1400, 7400, etc) GPUs in the GPU Guide.

The CPU/GPU will accelerate the encoding/decoding.

Mostly the CPU as stated but a decent dedicated GPU will help and give you more options for your monitor and such.

Yea its mostly the CPU and RAM, although the GPU does help a little. I have done video editing on a Intel GMA for 3 hours strait though, and there was no trouble.

The only benefit a high power GPU will give you with (current) video applications is lower CPU loads while previewing HD video and higher resolution display options.
I'd aim for a T7200 CPU, the extra 2MB of level 2 cache will really speed up any video transcoding you do.
