Is it normal when OCing a video card that no matter what i set the voltage offset to in nVidia Inspector, the VDDC reading on GPU-Z doesnt change from 1.0310V?

Did you receive the vBIOS directly from Svet? That vBIOS is customized for your specific card. If it is someone else's, it may not work properly, I believe, but I could be wrong, of course.

Also, your post doesn't clarify under what conditions you are using your card -- I have a Svet vBIOS on my 970m, and the offset only applies when the card goes into the performance mode, otherwise GPU-Z will show you the voltage is under the circumstances that you are using your card. If you are not intensively using your GPU, the voltage will be whatever it is needed for current usage -- for example, right now my voltage in nVidia Inspector is 0.868V, and that is what GPU-Z shows. If I were gaming, and alt-tabbed out of the game, GPU-Z would show my voltage higher than that. If your vBIOS specifies a minimum voltage of 1.0310V, it won't go lower than that, by the way.
