I tried this fix and it seems to make a difference.
In summary GTA is bad at scaling the reflection and other maps used in the game, so if you put the game in low resolution mode and then scale it up you can use low resolution reflection maps and have a high res game. It seems to speed things up and there's no loss in visual quality

doesn't works for me. worse perfomance and fps. i had reinstall the game. so i prefer without the commnadline and others 'experiments'.

I don't see why this fix would cause you to reinstall the game.
Your computer looks like it can probably handle the game better than mine anyways, perhaps you're limited by Rockstar's programming rather than your hardware. -
so i uninstall the game and install and my fps is ok again.

heck. i reinstall operating systems if i have OS issues that i can't solve. i don't see why he shouldn't reinstall the game.
@ mrsamsa - lets just all admit that rockstar messed up big time with GTA IV before we complain to people that they aren't capable of getting hack fixes to work properly. -

I just couldn't figure out Jarinawer chose to reinstall because that "hack/fix" is just a command line thing and easy enough to revert. It's his call, and his computer though. -
Well, now I run it at 1280x800, all high, and spec around 15-20(distance, traffic,etc) and it runs decently, 20+fps.
This game is extremely CPU bound, so a fast cpu will always benefit here.. -

I have been putting off GTA IV till now. Can anybody tell how it will run on the notebook in my sig.? Thanks in advance BTW.

Works fine here and got a few more average fps.

Looks like your laptop is below the game's requirements, and while with many games you'd still be able to run it, I don't think you'll have any success with GTA IV, I'm afraid. -
