    4GB DDR3 RAM

I have retail version of GTA IV,
the game runs very slow and is very laggy the main problem is the game isn't using radeon graphics even on High Performance in the catalyst control center and on AC power and i ran Benchmark Test too here it is:-

    Duration: 36.91 sec
    CPU Usage: 80%
    System memory usage: 64%
    Video memory usage: 14%

    Graphics Settings
    Video Mode: 1360 x 768 (60 Hz)

I'm not sure about the graphics aspect, but GTA4 is not a graphically demanding game. It does, however, require a strong CPU, preferably one with 4 cores. I think that's where you're running into trouble; lowering the view distance should help but I'm not sure how much of an improvement you'll be able to get on this game.

Using a dual core is kinda pushing the limit.
GTA 4 is a horrid PC port and need all the raw power you can throw at it.

Set everything to low, then up the settings while doing the ingame benchmark.
Once you reach a balance between eye candy and playability then save the settings.

I dont think it's using the Radeon card at all, it seems you're using the intel Hd gpu instead.
Go into Amd CCC and add gtaiv exe to the discrete gpu profiles and set it to Max performance.

It's the CPU. The 3317U is a ultra low voltage processor as well, so it doesn't stick to the turbo boost speed as long as the regular mobile i5/i7's do. The CPU will only go up to 2.6 GHz if it is a single threaded application, and GTA IV isn't so it's probably bouncing back and forth between 1.7 GHz and 2.4 GHz. Hyperthreading is not a direct compensation for actual physical cores; if you have a dual core processor with hyperthreading support, it's still a dual core, period.

This particular CPU is comparable to the first generation dual core i3/i5's in performance.

For comparison, I had issues running this game smoothly on a 3.4ghz Core 2 Quad, which despite its age is still much faster than an ULV i5.

how much cpu power are we talking about for a bad port of a game like GTA IV? My i7 2630qm is being pushed to the limit and still stutters around a bit; the fans on my asus (cpu side) constantly goes high to low whenever I'm on GTA IV.

Let's just say my 4.2ghz 2500k gets 35-45 fps outside. That kind of poor performance :(
