    Hi

I wonder why I only have a framerate around 30FPS on lowest settings @1366x766 resolution.

I have no gaming notebook, but it is certainly not a weak one.
    I own an envy 15 with an i5 520M and a 5830 mobility (OC 550/1000) with 4GBs of ram, 128GB SSD.
The graphics card should be ATLEAST be decent enough for low settings...

Any ideas, fixes? Updates? (game is installed with steam)

Hve you tried to increase the graphics? GTA IV doesn't like dual cores.

I know, but most topics are people who want to run the game with a 8600M GT or other lowend cards. 5830M should be decent enough. Turning up settings to med/high is a little bit lower, not much (3 or 4 FPS less)

In theory 30FPS should be enough, but somehow camera rotation is sluggish.
    stupid console port...

It's probably your i5 holding you back - I wasn't able to maintain 30fps in all areas of this game on my old Q9550 @ 3.4 ghz, and can finally do it on my overclocked 2500k. I imagine if you increase the graphics settings (except for view distance/density and shadows, which both tax the CPU), you won't see much of a loss of performance, since even your weak GPU is probably being bottlenecked by the CPU.

When you bare in mind that GTA IV uses almost 100% of 4 physical Cores you can see how much of a problem a Dual Core could be.

In the past, I played GTA IV with a 3.2 Ghz Dual Core and it stuttered no matter what settings, but when I switched to a 2.5 Ghz Quad, everything was fine with almost no stutter in comparison. With most other games, you will not get this problem. For example, Saints Row 3 is unlikely to suffer like that.
