    Nope, i haven't fixed the stuttering until i get an 8GB set and can disable my page file.

    Yeah, seems like another one of GTA IV's many bugs. I suppose you could give reinstalling a try, and back up your save files, so you don't have to start all over again.

    The ped / sniper issue is an old known problem. Some claim Rockstar did this to save on some resources but when you look at GTA SA, I am sure you could snipe a ped from much further away. Maybe it was down to resources but either way, I suggest you ask at gtaforums.
