    My laptop:
    Inspiron 1520
    8600m GT
    2.0 core 2 t7250
    4gb ram
    Win 7 x64

I decided to give GTA4 a try again now that I have more memory and running 64 bit.

The game has some textures not loading - like the road or some buildings. It looks like the GTA games on PS2 when the disk drive. Kind of acts like it's artifacting.

Just to make sure my video card isn't dieing, I can play COD4 and COD WaW with no problems with textures

    Any suggestions?

Your card is allright... It might be a case of the details being too high... also install the latest GTA 4 patch which seems to make the game more playable...

If I put the settings on lowest, I still have the same problem. I also updated the game and still nothing.

I have tried a few different video card drivers too.

I've had the same problems dude, did you try the "availablevidmem" command line for GTA 4? If you have a 256MB card, using the command "availablevidmem 2.0" should help this and effectively multiply your current amount of VRAM by a factor of 2.

Didn't add that. I did have to add a few others so I could get the game to adjust settings.

I'll have to do that after I reinstall.
