What program you running gets 72c?
If you are running some low-GPU load games then it is too high.
If you are burning-in GPU using FurMark or alike, then it's is about normal. -

Hey 72C is too low. My 5870M hits 80C at least when stock lol... OC but remember you are decreasing the life of your GPU.

As long as he keeps temps in check and doesn't crank the voltage too high, there shouldn't be any damage.
I'm firmly convinced that overclocking, independent of any other factors like temperature or voltage, won't cause any harm. Higher-clocked stock parts come from the same silicon anyways, and last time I checked, I didn't see anyone recommending a 460 over a 480 because it will last longer due to being slower. All an end-user does by overclocking is correcting for the discrepancy between what a part can do and what it's sold to do. -
If there's no downside, why don't they all come at the overclocked speed straight from the factory?

Because they then won't be able to sell the same chips, rebranded, with higher clocks (and possibly higher voltage) for $50 more?

That's capitalism for you.
One can safely OC a gpu to it's max supported frequencies without shortening the lifespan.
I was able to lower the voltage on my GPU, and increase the clocks by 25% on that lower voltage.
My temps are lower and the gpu is running faster (on par if not faster than 9700M GT) when compared to stock settings.
The 'damaging' temps would be over 90 degrees C most likely... anything below that is fine.
As for the 72c temps on a maxed out GTX 460... those temps are quite low.
I think you have a really good cooling system. -
