Exactly. They'd have to have some sort of judging panel of some sorts, and if there're judges, there will be bribes and such.
Plus, it's illogical for everyone to weigh in on particular gamers.

Reading this reminded me of one really annoying guy i ran into when i was playing Modern Warfare multiplayer on my PS3. It was on one of the desert city maps(dont remember which one there were like 3 or 4 middle eastern city maps). 2 guys(me and him) spawned in a room with only one exit in one of the houses(i remember the entrance was next to stairs). What he did was stand in the doorways effectively blocking the exit. Then one by one as team mates died they all kept spawning in the room and the whole team was in the room blocked. And that a**hole was firing at us(ofcourse no friendly fire so no damage), others even cooked grenades and killed themselves but no use as they spawned at the exact same place. So we had to wait there until the enemy team came and killed us all. Even after that he kept standing in that doorway hoping that someone would spawn inside and the cycle would repeat.

Its the modern bible, a reason to be a decent human being to other while your gaming or commenting online. Makes sense but can be abused like any system, down rate people for the sake of down rating them, or paying for a service were bot accounts up rate you so you get cheaper games.

Anyways, think about the reverse. People will start giving bad votes to noobs (such as I), because were not playing up to par. -
And who would keep the tabs on the 'annoyers'? Of course and independent panel... and who would pay them?
There are too many unknowns for it to be even called a 'good idea'.

They could use something like the tribunal in league of legends.

It would be a tough system to balance, evidence would need to be provided, probably that of a streamed recording of the perp showing them cursing and being a dink. This is a very subjective system but the potential pay out would be great for those who are team players and civil.
