I have an MSI GT 735, and it comes with this thing called the Turbo button. When I press Turbo, it overclocks the CPU by ~20% or so. I tend to do that when I'm playing CPU intensive games such as Prototype. It eliminates the lag during high action scenes, but it also makes the game run faster (As in Alex running faster). The sound is also not synced during cinematic scenes. It's not an FPS issue, because I was getting decent rates before using Turbo.
Do I have to have Turbo on BEFORE I play the game? Or is it something else?

Try putting it into Turbo mode before running the game.

That's gotta be in your head. I have an MSI with turbo, and have used it in many games. It has NEVER done that. Only really, really old games (like in the 286/386 days) had game-speed based on processor speed.

My friend and I were playing NBA 2K10 today and when I turned on turbo he was like WOAH WHY IS IT SO FAST! -
I think that's to do with CPU affinity in task manager, right click on Prototype in task manager and set affinity to 1 CPU and see if that does the trick. I recall doing something like that solves that type of problem. Worth a shot!

I've experienced it the last time i overclocked my quad , only when playing Pro Evo 2010 though , it was like 5 times the normal speed ... unplayable as it was a footy game
Shouldn't happen with turbo .. try different settings through BIOS , EISP on/off , C-state or try on 16% .. -
See if there is any updates for the game, patches. Update drivers... Also, don't run, walk.
