How would I go about if I want to play PS2 and XBOX games on my computer, via emulators?
Would it be free / legit?

Emulators are legit but roms/ISOs are not. Currently, there's really no working PS2 or Xbox emulators or at least enjoyably playable.

There are some but it's pretty laggy and not worth it. The emulators are 'legal' though you will require a legit PS2 BIOS which one needs to load it from the PS2 to a computer...

Yes they are, If you own a legal copy of the game then you can play it on a emulator, With PCSX2 you can just use your DVD drive. Depends really on your system, You would need a very good processor, lots of ram, And a good GPU, It gets a big performance boost from multicore processors.

the money you spend on more powerful components to play on emulator is probably more than PS2 or the XBOX itself, definitely not worth it (i'm not sure whether it still lags to hell)

I used a nin 64 emulator for a while.
I would say although i was impressed with the graphics even though its very low resolution.
There is also a working game cube emulator. Thats about as advanced as it can get.
Ok an xbox 1, even the old one is still a p3 with a geforce 3 gpu. It is literally a pc with a version of windows 98 so the tech is not ahead of that enough yet. -

Technically what makes an emulator illegal is not the emulator itself, but if it contains a BIOS. There are some emulators out there like ePSX that are not equiped with a PS1 BIOS, which means the user has to find one themselves to place into it. This prevents them from getting in trouble. The only way to legally acquire a PS1 or PS2 BIOS legally is to dump it from the console which for the PS2 isn't terribly complicated, for the PS1, I don't know what exactly has to be done. Frankly if you can find the respective BIOSs to run the emulators (or if the emulators already come equiped with a BIOS), then you're good to go. Thing to consider with a PS2 or Xbox emulator is that they would bring a CPU to it's knees, even when I tried a PS2 emulator I had on an Athlon 64 4000 equiped laptop, I was barely managing 15 FPS. Also emulators are not perfect, and can contain certain bugs or can't run certain games very well or not at all. One PS1 emulator I have which can run PS1 CD-ROMs has a hard time playing back FMVs from the old Squaresoft games like Final Fantasy VII, yet it plays fully 3D games quite nicely like Metal Gear Solid, Ace Combat 3, and Silent Bomber
The general CPU requirements rule for running an emulator as well as the real system is you need a CPU about 7-10 times as powerful as the system you're emulating. Emulation is more than just processing the data, it has to emulate and replicate the processes of the hardware at hand, from it's possible usage of 64 bit processing, to emulating the architecture and RAM usages like in the real system. For the last generation of consoles, they are not easy to produce emulators for, especially PS2 ones, as the PS2 had some complicated stuff going on inside of it (anyone who's read up on the Emotion Engine knows this).

u can try ePSX it uses hardware 3d acceleration.. it might work.. but u need to get the bios for ps2 as well..

If I remember correctly epsx is an emulator for PS1, and won't work for PS2. In any event the emulator for PS2 is PCSX2. It works pretty well, I was playing Resident evil 4 on my PC. Here is the web site. It has a guide to set up PCSX2, for anyone having trouble. You will have to find the PS2 bios on your own.
