When I open up any of the programs for the GPU I am met with both the memory and core clocks being at a level of 0. This has happened in all drivers I have experimented with. Does anyone know what's going on?

None of the applications you mentioned have added profiles for the 8600M GT yet. At least, that would be the obvious answer...

Then how is it that others are using these utilities to overclock?

    They're lying, don't believe them.

    :D
Not sure. Perhaps an O.S. or BIOS conflict. What OS are you running?

Are you using Vista? Atitool has some issues with vista.

What drivers? The last version of ATI Tool doesn't detect my 8600GT (desktop) with the 163.11

I'm using the 165.01 drivers, and I tried all the major overclocking software without any detection happening. I have an inspiron 1520 laptop.

165.01 are only benchmark drivers from what I hear. The latest drivers are 163.xx

But likely less functionality. I wouldn't be surprised to see O/C'ing magically start functioning again if you changed driver revs.

All 162.xx and 163.xx drivers can't OC  Nvidia remove driver OC function from them  ....It's not a riva tuner or AtiTool bug :D .I have aspire 5920G with 8600M GT & overall best driver is 158.45 modded . 158.45 can OC nicely & riva tuner have driver profiles. (I'm stable @ 594/474)

The not showing any clocks (i.e. 0 MHz) part is due to Atitools Vista Bugs. The not being able to set an overclock is is driver-locking.

ok guys ive ran into a problem, ntune will no longer display my gpu and ram clocks just like that guy, and i think it all started when i installed rivatuner or atitool or driver cleaner (did all of them the same night, so not sure on the culprit), because i was OCing perfectly fine a few days ago, and then all of a sudden it does this crap. i tried to do a system restore but it didnt have any saved ones that when far back enough. im running 158.45 with the modified INF, and still nothing. any ideas?
