How well can the Go7400 run games? could I play Company of Heroes with decent fps? FEAR? would the Go8400 GS get you a significant difference in fps?

Not very well. You will probably not get very good fps with either games. 8400GS is an upgrade from the 7400 but it's still considered the low-end graphics card for dx10. The 8600 GT is what you should be looking at to play games.

if those two gpus are my only choices, should i save myself some money and buy the go7900 over the 8400gs? only if there isnt a big difference between the two cards.

Yes definitely get the 7900GS over either card. There is a very large Go7400 screenshot thread already, if you want to look at it. Company of Heroes plays fine at medium settings.

The Go7400 is a decent card - I encourage you to take a look at the Go7400 screenshot thread for more info. Please continue this discussion there. :)
