I stumbled upon a used GTX 1080 Ti mini for $455. Is this a good deal or can I get it lower elsewhere in the used market?

1080ti's new are becoming harder to find, so the prices have gone up enough to cost the same as a 2080, so it becomes a wash as to which one to get performance wise, but reliability wise the 1080ti's have been in production longer and have worked out the bugs, so are likely a better deal long term.
RTX features aren't there, and won't be for long enough to make the 2nd generation RTX GPU's likely a better bet for longer term useability, so I wouldn't buy an RTX GPU for RTX support.
For normal non RTX gaming the 2080 isn't as fast as the 1080ti in some things, and visa versa:

It's an easy choice when buying a used 1080ti for almost 1/2 the price of a new 2080, it's getting a bit tougher now buying a new 1080ti for nearing the price of a new 2080. But, you can usually get a much nicer build 1080ti model than the low end 2080's, at the same price.
