In my nvidia control panel/ntune the settings are at the following
Anistrophic filtering is at 8x, should it be application controlled?
Antialiasing is 4x, should this also be application controlled? Also what is v sync?

What? Those should definitely be set at application controlled. Aren't you experiencing lower performance so far? That automatically turns it on for all games even though you may not need/or want to use it. You should have it application controlled.
V-sync is verticall synchronization. You need it when there are more frames per second (over 60) than your monitor's refresh rate. What happens is your monitor tries to render the next frame before it fully rendered the previous frame. This causing tearing in the images. LIke horizontal lines throughout the image. -
Yes those should be "app controlled" so you can change them depending on the game. Vsync means that your max frame rate will be matched with the max refresh rate of your monitor. So if your refresh rate is 60MHz, then the max fps you can get is 60.

So should i have v sync on in control panel or just do it game setting. I dont think some of my games have that setting though? Also should texture filtering anisotropic optimization be on? Its on right now, but it says for a better picture turn it off but for performence turn it on? Ive also noticed in rb6 vegas the shadows in map bordertown are all yucky and pixilated, but i dont remember this a while ago cuz i just started playing it again. Seems like once i put in ntune it did this.

According to some suggested tweaks you should Force V-Sync On in the panel and keep it turned off in game so that the drivers keep the control. everything else tho should be controled by the game(s) in question.
