I have an 8600M GS in my new Asus F3sv, and it seems the clock speeds are really low from what they're supposed to be. I'm running from wall power 99% of the time, in case it tweaks itself due to low batteries; that's not the case. The card has a core of 500MHz and a memory speed of 400MHz, which is much below the 600/700 on nVidia's site. Is this purposefully underclocked for some reason?

Different manufactures clock their cards at different speeds. The one on the nvidia site is just a recommendation, but not everyone follows it. Some do it to keep the system cooler and have less overheating related problems.
It also depends on the actual chassis of the notebook. Some are thinner and smaller, thus the manufacturer has deal with that by reducing the clocks on their cards. -
Also the memory at 400mhz I assume is probably ddr2 rather then the reference ddr3 from nvidia

It really depends on performance.. if it isn't up to snuff for you, then try overclocking.
