I saw on the hp website the dv2500t can have the 319MB NVIDIA GeForce 8400M GS card and on the dell 1420 its can have a 128MB NVIDIA GeForce 8400M GS. Are they the same card or is the hp better?

Same card; HP is including the shared memory it can use in their figure.

^^^ Yeah, when I was looking at HP configurations while deciding what to get and saw that, I was thinking that it was slightly shady to be fudging like that to fool some people.

Same exact card, you wont experience anything different graphics wise, or anything else wise.

NOT the same card - the dv2500t has 64mb dedicated, while the dell is 128mb
i used to have the dv2500t so i know - the 6500t is the one with the 128mb dedicated
the dell will perform better in games because of that -

However, it's debated that since the 8400m GS is a low-end card, the differences between the 64 and 128 MB versions of it are negligible. I say if you're trying to decide between the laptops, look at other things such as price and form factor over this insignificant difference.

Its still not enough to make a difference. If it was between one that was 128 mb dedicated and 512 mb dedicated, then sure there would be a difference but there.... not so much. Even though i would go with dell anyways.

actually there might a small difference
the Dell 8400M GS are slightly underclocked at 400 core and 500 memory instead of the 400 core and 600 memory stated on the Nvidia website. -
no the dell is a better card. The hp dv6500t has the 128mb 8400, but the 2500 only had a 64mb card where as the 1420 is a 128mb
