Any time I try to run Half Life 2, Episode 1, or Episode 2 I get this error shortly after I click launch on the steam menu.

I've searched around the internet and steam forums with no success. I've tried uninstalling the games and reinstalling them with the disks and by downloading copies from steam itself. I've uninstalled steam and reinstalled it. I've changed video drivers around, I've used various versions of ATI's official drives and various versions of Omega Drivers. Nothings worked. I'd be very thankful for any suggestions.

I've had that same kind of trouble before while using a mobile ATI videocard.
Try disabling any antivirus apps you have installed when you go to run the game. I assume you already tried a restart. My solutions to the problem were never the same...the only one I can remember is manually setting the display resolution to something like 800x600 in the config file for the game or using a similar command in the shortcut. After the game loaded, I was able to change the resolution.
That fixed the issue at one point, then again there were other cases where resolution issues had nothing to do with the problem and I wasn't able to use the game for a week or two when it suddenly started working again.

I brought my processes down to a bare minimum and set it to run in 800x600 and in Direct X 7 mode with the launch options and still no change.

WHen you uninstalled, did you hound every single Steam, HL2 file from the registry?
sometmes the registry leaves trails... -
uninstall the game
delete the registries that are related to "Steam", "Valve", "Half-Life", etc
uninstall C++ Runtime Library
Restart computer
Download and Install
C++ Runtime Library Distribute 2005 (32bit):
