I stumbled across this by accident and their seems to be a lot of fighting game remakes created from this engine. I have no idea regarding the legality of it in terms of copyright but some of the games do look good.

It's been around a while, each time a new fighting game is out or a really popular anime gets enough attention, a new character/series is added to the engine library.
Probably not the most legal thing around but they don't earn money from using the copyrighted material of others so most people likely turn a blind eye. -
I have heard of it too, but I went to their site and a picture of a guy doing an air kick popped up and some foreign writing was there too. I saw no download
I thought it was legal, maybe not. -
Used to play it a few years back. You can pit almost any character from any game or anime you want against one another. Not too keen on its legality either...

You're more likely to find out more about Mugen on forums dedicated to it or forums dedicated to 2D fighters. There is a wiki page but I haven't read through the whole thing. Loads of videos on youtube and niconico though~
