FRAPs
its pretty much a standard -
RivaTuner is better than FRAPs for FPS and GPU temp monitor while in-game.
FRAPs is good and can record vids. -
If you don't want to have the fuss over getting another program, pretty much every game has an FPS counter, which is usually enabled through the console. If you don't know the command you can just google it!
Even running Fraps to just monitor your FPS not waste useful CPU power? I'm not sure if it's a power hungry program but when you record videos it sure is "obviously!" -
RivaTuner is actually using the least amount of resources (as compared to FRAPs) for monitoring.
I recommend RivaTuner also because its the only program that lets you monitor the GPU temps during in-game. -
Seems like rivatuner might be the answer.

Another alternative is XFire. It has a built in FPS monitor.

Also, some games have built-in FPS display like Call of Duty 4, which refresh faster. Or you can use Fraps or RivaTuner
