I'm having problems with the HD3000 not increasing its clock for some applications. I'm looking for a utility or driver mod to have the GPU run at 1300mhz. None of the programs I've used in the past for discrete graphics work :(

    System:
    Latitude E5420
    2520m
    HD 3000

Noone has written one yet for newer (actually, anything past the GMA 950 :(), and I have looked quite a bit for my 4500MHD and GMA HD :( I gave up when Sandy Bridge came out.

Not possible. Intel have locked down the ability to make such changes. Consider using Throttlestop to change the TDC/TDP values to engage turbo boot and set your profile to maximum CPU performance. <Strike>The iGPU will be accelerated along with it.</strike> <-- not according to mike_6289's followup comment.

If the performance is still unsatisfactory, then consider a $160/$215 GTS450/GTX460 DIY eGPU via your expresscard slot. That will see a massive performance improvment. See sig if interested.

the iGPU's speed can be monitored with CPUz and doesn't change with throttlestop :(

I've actually got a desktop gaming rig so I wouldn't need an external GPU, though I did consider a DIY eGPU in the past
