    I can't open menu to change sensitivity in CS

    I'm in game and I press shift plus ~ and it just won't open. As you can see it works fine on the internet. ???

    um go to options then controls or keyboard or watever then youll see a little advanced button you click that then check the box for enable developers console

    are you talking about the console? or your talking about the options menu. if you are in the game (playing) hit ~ (dont know why you have to hit Shift + ~), and go to options..then you can go to "mouse" then adjust sensitivity..if that does not work, see what you have your keys bound to.
