Well, I've tried like anything to update my videocard on my toshiba laptop (5650) without any success:
    1. SafeMode+Driver Sweeper
    2. Install it without uninstall the old drivers
    3. Install it with only uninstall old drivers
    nothing worked.

than I've found something intersting while searching for a solution:
when i hover the link of the drivers in amd-ati drivers website it says:
    https://a248.e.akamai.net/f/674/9206/0/www2.ati.com/drivers/mobile/10-10_mobility_vista_win7_ 32-64_ccc.exe
from: ATI Catalyst? Mobility Display Driver
It doesnt matter if you choose a 32bit or 64bit - the link stays.

when i searched a solution in guru3d i've found this thread:
    ATi Catalyst 10.10 Download & Discussion - Guru3D.com Forums
there you can see download link of:
    https://a248.e.akamai.net/f/674/9206/0/www2.ati.com/drivers/mobile/10-10_mobility_vista_ win7_64_dd_ccc_ocl.exe
    see the difference?
also: 90mb download and not 60mb.

I've update successfully by using this link..
i did this things to get my video card updated (I don't if you need all of this to get your video card updated, i think you only need to install the link above).
    1. Install the drivers i got from amd-ati website - didn't worked
    2. Reboot (that make me sure about that the drivers don't work.. and the version stay like it was in the first drivers)
    3. Install the new link from guru3d (The good stuff was blinking screen that show's that the new drivers are install right now)
    4. Reboot and check if i have the new drivers (Successful)

    I HAVEN'T DELETED THE OLD DRIVERS ! I JUST UPDATED IT !

Please tell me if you successful by done it this way.
(also... from where i get the new links like i posted, like guru3d posted? i haven't found them on amd-ati website  )

driver sweeper is a no go for ati since 10.6 or so but ati's own updating mechanisim works also much better since they broke driver sweeper

Don't use driver sweeper or any other driver cleaner with Windows 7. It is not necessary. If anything use ccleaner and glary utilities to do a registry cleanup, but just uninstall and reinstall new drivers.

I've tried all of the ways.. i tried driver sweeper only when i couldn't update my drivers before.
if I use the link of 32-64_ccc the driver won't get updated.
but if I use the link of win7_64_dd_ccc_ocl the driver get updated.
    weird? yes.
    work? yes.
so if someone can't update their display drivers, try to use the other link... it worked for me.
    :)

The new Nvidia drivers (after 260.89) now includes a clean install option whereby it first uninstalls your previous drivers then installs the new ones.

same thing happened to me, I can't believe that ATI posted the wrong driver on it's official website, I had to download the drivers from guru3d
