1.5g tube is enought to repaste cpu and gpu on laptop? How much time to wait after repaste ?

You only need a very thin layer on the core/package. Try a size of a grain of rice and spread it with a razor blade. Full but thin coverage. Clean everything with alcohol with a qtip before.

How much better does IC7 work over arctic silver? Or is it just the new cool thing.

It's whatever you prefer. I didn't like arctic silver much. ICD7 is just so easy to apply with great results, it's great.
This time around I went with ProlimaTech PK1 and very happy with it. Used same dot application method as ICD7. A line for the CPU and dot for the GPU. -

That is how you install AS5 but ICD7 uses compression method to install, glob in center and then compress with heatskink is the proper method.
This ensures no air spaces and more solid connection between the heatsink and the components being cooled.
AS5 you had to spread it as it was runny and you wouldn't want overspill as it was conductive, ICD7 is non conductive and very thick (I have used it to replace thermal pads) -
Don't use a razor blade, or anything metal/sharp, that's way to risky. You a dull edge like an old credit card or club membership card if you use a paste that requires an even spread.
This is definitely the recommended way to do it. Works best with how thick the paste is. -
ah my bad.. using old knowledge. I haven't applied compound since my desktop oc crazy days eons ago. Though square razor did work fine. I have steady hands and only used it trailing, never leading. Wasn't trying to plow the compound.
But a duller edge is a better idea.

Laptop CPUs don't have a heatspreader so if you use something sharp like a razor blade, you could potentially damage the die.

do I have to warm up ICD before aplaying?
Somebody tell me to put in into cap with warm or hot water.

I've never damaged a die doing this, but yes it's probably safer other ways.
