    1.3ghz core?

The highest i have seen is 1.15ghz core. You will need to overvolt to reach this speed. The highest i have seen with the ram is 1.65ghz. The highest i have done on stock voltage that was 3dmark11, vantage and unigine stable was 1ghz core/1.56 ghz ram

There is a vbios pack and vbios editor thanks to our friends at techinferno:

Realistically? No. Even if they're the same GPUs, the mobile version will run at a much lower voltage and on top of that, you have nearly a 600 MHz deficit to make up for (70% overclock!). Heat and power supply is going to be a serious issue as well, if the core voltage needs to be increased on top of a 600 MHz overclock.

Judging from the overclock results on the desktop version, the core speed is the key to higher to get FPS and 3dMark scores.
The GPU has plenty bandwidth even at stock speeds, thus, more work is require from the core to fill/use it(memory bandwidth).
Whenever I get my HD7970m's, I will investigate
    Thanks SlickDude80

You will see that increasing the ram on the 7970m to 1500mhz will lead to very nice gains ;)...you have to experiment

How much power does 7870 need to overclock to 1300? Mine is only stable for gaming at 950 here, and 1375 for memory.

It's exponential. Not all desktop 7870 chips can even reach that speed under air.

You would need to have SEVERE cooling modifications (certainly to the point where it is no longer portable). You would also maybe need to make hardware mods to the VRM circuitry, adding cooling and maybe soldering in a VRM section from another board to help improve power regulation.
