    I know a majority of mobile GPUs have their voltage locked.

    But I've noticed that whenever I adjust a Radeon mobility 5730's clock rate, even when bringing it down below the default "battery mode" clock rate, the voltage always switches to the high performance mode, defeating the purpose of underclocking a GPU to.
