What else can compliment a 128mb Nvidia Geforce 8400M GS for better performance?

I'll be using 2GBs of ram (might have 3, depends)
with Intel Duo Core 2 2.0 processor

3-4gb ram will help a bit, but besides that not much, try not to run anything else when you play a game

Nothing. The GPU will be the limiting factor, esp. the 8400m GS, in most games.

Not worth it if you have a "middle" of the line graphics card. I mean a desktop sure, but laptop? Meh

It's worth it because when you have enough RAM (3GB or more), the computer can fully dedicated all possible memory to turbocache (usually up to 1GB total) while still having sufficient RAM for the game, OS, and background stuff. Performance difference shouldn't be huge, but it should be noticeable.

Hmm, the turbocache has always been on my mind, with 3 gbs of ram, do you think it'll be able to run games like CSS, TF2, Battlefield 2, CoD 4 without problem? (doesn't have to be set in highest setting)

No idea about CoD4, but with all the others you should be fine, at low res and probably medium settings in a worst case scenario.
