I did some search work and it seems like no one is interested in this. I tried Afterburner and was able to drag the bar back and forth (it gives me + or - something instead of actual freq) but it didn't really work for me.
Does anyone tried this ever before? I'm going to try nvidia inspector now, hope there'll be some good news

You need the A05 BIOS to unluck that ability. The silly Dell engineers didn`t originally want you to play with your toys
After flashing to the new BIOS you should be able to use afterburner etc
EDIT: I think there exist a A08 BIOS now
