    I have Dell Xps 15 L502x

    Specs:

    XPS 15 L502x i7-2630QM | 8GB RAM | 576GB HDD @7200 | 2GB Nvidia GT540M | 15.6" B+RGLED 1080 | 9 Cell

and a free TV Tuner slot.

Do I only have to stick

the gpu ( like Nvidia GeForce GTX 460) into the PE4H (the chip on the top)

ans stick the PM3N ( the small chip on the bottom) in the Tv Tuner slot

and can use it without any setup ?

You need something to power the GPU too.
