Has anyone else had this issue? With a few Google searches, other people have had a similar problem.

The game runs fine for me, but during any cut scene, it lags horribly and the audio is off sync from the video.

I lowered the settings all the way down, and it did not fix it.

I am also using Nvidias latest drivers.

Any idea what could be causing the problem?

Edit: Well this appears to be happening on consoles too, not just PC's.

Well I am glad it is not just me then. I even find it shocked some people report this happening on the consoles as well.

Guess I will just have to wait for a patch.

    are you joking?

Its vsync locked in at 20 fps then 30fps in the cutscenes.

the developers locked the cut scenes in at 20fps..thats why it looks laggy, I checked this out with fraps

I don't think mine is at 20, if it was it would be a nice change of pace. It must be around 10 FPS or so. I mean, I even have the audio ending 30 seconds before the video does!
