This is technically a desktop question, but hopefully someone out there knows a way to fix this (it's probably the same for a laptop as a desktop). I just bought the Direct2Drive version of Borderlands about 2 weeks ago and finally got around to installing it. My issue is that the performance of this game absolutely stinks.
Running at 1280x1024 with an overclocked Q9550 and Radeon 4890, I am barely getting above 20 fps with settings maxed. Lowering them makes things a little better (but I still can't get above 30 fps for any length of time). I know it's not the computer, as I've been playing Arma 2 nearly maxed out at 30-50 fps on the same rig, and others have reported 60+ fps with much lower-spec graphics hardware. I am also getting random black squares and graphics corruption, which makes me think this might be a driver issue. I am currently running CCC 10.6, I will try updating and see if that fixes anything. Please note, the corruption and poor performance occur in both DX9 and DX10 modes.
EDIT: I was going to post a picture of the corruption/glitches, but I can't seem to get them to appear again.

Sitting right here, staring at nothing, I'm stuck at a lowly 15 fps![]()
I do have the latest (1.3) patch installed.

try turning shadows OFF, it is roughly a 30% hit to performance.

Never mind, I just did a bit more googling and came across the suggestion to run the game with a custom CCC profile and disable Catalyst AI. I did that, and my FPS never dropped below 40 with all settings maxed, and the glitches disappeared.

How exactly are you getting such good frames @ that res with an inferior system?

Try the latest Cat's 10.7. They specifically address performance issues in borderlands for your series card (2-10% increase if I remember correctly)
Just bought Borderlands, and it runs like [censored]
