Hey guys it seems to run playable with everything on low i mean every single thing on low. it gets around 20 fps which i can tolerate. You guys know of any tweaks for making the game run even better. I took off vsync and it seemed to help. Any more tweaks.

Hmm, you're lucky. You have lesser hardware than me, yet I'm only getting 12 - 15 FPS.

Make sure to turn off Clip Capture.

I found the latest 1.0.04 patch improved performance a lot.

There are graphics downgrades that forces GTA IV to use SM 2.0 rather than i think 3.0, or even 1.0, there was a video of it running on an ATI 9550 20-30FPS using SM 2.0, to me it's no big deal if you don't lose the great physics.

Hmmm, no definite proof that it isn't, but it is about 15MB, probably not one.
Check out this one, it looks to be offering the same (1.0 and 2.0 downgrade) thing. Although no actual gameplay vids of it in action seems suspicious. I doubt it can't be done though.

Yeah, well it just doesn't. I don't know why.

I can lower the settings, but then it goes slow fast slow fast. I have to play at 1024 x 600 to actually get a smooth framerate.

I think this game stays with the Q6600 and 8600 GTS until I get a new laptop.

oo i run it at 800 by 480 resolution try doing this go into C :program files/ rockstar games/grand theft auto iv, right click-new-text document- it should come up in nnotepad. Then type in -width 512
    -height 384
    -refreshrate 60
    -availablevidmem 2.00
    -nomemrestrict
    -novblank
    -fullscreen
save the file under name of "commandline" without the quotes

hope it helps, basically take off vsync it improves it allot and report back and tell me if it works

It is possible to take off Vsync in the menu...

And why would I run it at a resolution of 512 x 384?

I have stuttering at any settings. Tried most every performance combo and tip. I am beginning to think the G84 card i have in my T61p has been ****ed from when i bought it off eBay. Since then it was very noisy, lots of GPU whine, but i thought this was just normal, it whined whenever i moved a pointing device. In GTA 4 i noticed that whenever it stutters and frames go to 1-2FPS, the GPU whining starts and stops exactly when the stuttering starts and stops in the game, although there may be hope yet because i don't see any artifacts and never have gotten a BSOD resulting from display driver. Hopefully just software or hardware "errata" that can be fixed, could Powermizer affect this?

gta iv's engine is a piece of a crap for PC
a game released on the pc should not need the user to have insane SLI/CROSSFIRE setup to play (unless you are talking about crysis which looks a lot better than GTA's crappy graphic and runs way smoother too)

Maybe, but i know my graphics power is not the issue, the issue i have discovered it to be is RAM, Windows 7 takes up about 500MB-1GB of RAM as it is, which leaves only about 1 free GB of RAM for textures, instructions, and VRAM allocated to the GPU, GTA IV alone consumes 700MB of RAM just at the menu screen upon starting on my system, if i have 4GB or 8GB, i could actually disable the HDD page file, and run the game smoothly. The stutters are caused when GTA IV must access the RAM and also the HDD to supplement for texture memory, and as we all know, the HDD is much slower than RAM.

The GTA IV engine when released was bad but they have worked to improve it and have released several patches as most of you know. I know of other games that are terribly optimised but the Devs didn't bother to release any patches at all.

I hope they continue since the last patch really improved performance for me. I absolutely love the game and enjoy it a lot, especially with the Mods that make peds slightly more violent lol.

The Radeon 3450 is on the low-end of medium performance graphics cards. Coupled with a budget Core 2 Duo like the T5800, I don't see how you'll get any more performance besides keeping the OS well maintained (ie, keep the disk defragged, not running unnecessary programs, etc).

And yes, the GTA4 was a crappy port. The performance for this game sucks and it requires a ridiculous amount of patching to get acceptable performance. These statements are a matter of fact, not opinion.

Is there a mod that completely redoes the graphics and to make them run on low end rigs.

We see that rockstar cant port any gta games. Even San Andreas and Downwards ran terrible.
Off topic, I was completely surprised that call of duty mw2 ran on high resolution 1280 by 800 and textures set to high but no shadows and is very playable around 26 fps.

If you're running intensive games with a really outdated or low-end system, check out this link and download the guide for your operating system. The guides are huge, but worth every byte. Even the free versions are very helpful for getting the most performance out of your system.

I was having trouble running a few games with my old laptop (turns out it was probably the hard drives going bad, causing general slow-downs, or maybe it was overheating - I could never tell). I got the full tweak guide for Windows Vista (it was free at the time), read a few sections here and there, did just a few tweaks, and I boosted my FPS what had to be at least 20%. I'm sure I could've gotten even more of a boost if I had read more sections.

Mind you, I wasn't good at keeping up my computer at that time. Your mileage may vary. But there might easily be one or two things in the guide you didn't know or hadn't thought of, and it might be just enough to push the game into more playable frame rates.

I used to play GTAIV on my old laptops HD3450 and trust me its not worth it i have managed to get like 17FPS all low settings even with the 1.4 patch i still was lagging a bit because of my AMD processor but it was just playable and not enjoyable since the graphics and stuff look like crap. Sorry your laptop dont have the power to run this game correctly

yes this game sucks for performance. :(

You should try to config I made, it lowers draw distance by quite a bit helping performance slightly.

I have a hd2600 and I can play it at

    1024x600
    high
    high
    high
    high
    high
    1
    21
    1
    0
    on
    off(vsync)

at about 22-35 fps on average 26fps which is barely playable

but i have to overclock cores to like 640/900 which is quite high.

In short thats slower then crysis (enthusiast). or about even

Umm, what? The settings used in your config are now where near High. And the motion blur is too much...
